How do you know? Simply because his name sounded Irish?
Just as an example, the past presidents of Liberia had names like Charles
Taylor and William Tolbert and Edwin Barclay and Alfred Russell. It's
highly unlikely that any of them spoke English as their first and primary
language, though one wouldn't know it from their names.
