Is your browser on the same machine as the server? Most firewall rules won't affect the local loopback network. Stopping the network should stop all traffic, but if you also have network manager running, that can be bringing up interfaces separately by itself. -- (This computer runs FC7, my others run FC4, FC5 & FC6, in case that's important to the thread.)
