Definitely.  For some information on how to properly mirror using
rsync, see http://fedoraproject.org/wiki/Infrastructure/Mirroring

You can setup a private mirror, and then remote clients will get your
private mirror returned when they hit the default mirrorlist setup in
yum.  The above wiki page describes this as well.
