Incorrect, it also works with HTTP, and the man file says so, right in
the first paragraph:

"GNU Wget is a free utility for non-interactive download of files from
the Web.  It supports HTTP, HTTPS, and FTP protocols, as well as
retrieval through HTTP proxies."

Secondly, don't waste scads of some servers bandwidth downloading a huge
ISO file just to test resuming.  You only need to do a small test to see
that resuming does something (pick a smaller file, or don't download the
whole ISO).  When you restart the download, you'll see it either picking
up part way through, or starting again downloading a second file (with a
slightly different name than the first, so it doesn't overwrite it), if
it can't resume.
