I am not sure what is being done, but it is being relayed by USC and
others.
Is it possible there is some kind of process running that is banging on
Fedora mirrors for some reason?
Have a look in
ps -Af
if nothing comes to mind... is yum running or some other Friends Of Yum
like pup or the Package Manager applet... "you have updates" warning
applet or something like that?

Well Andy I had 17 Security Updates listed this morning so I tried
to get them but it seemed to fail. I will turn off yumd and see if it
stops. Then look for the problem.
