WMV is a Windows media video file, of some sort.  It's a container.  It
can be a container for a movie, a silent movie, or just audio (though
I'd expect a WMA file, for that).

VLC is a media player that handles various formats, and allows
transcoding between some of them.  Mplayer can, too.  Amongst others...
