You can get them by running lsusb if you have it installed, or by looking in /proc/bus/usb/devices. Once the proper symlink is created, console.prems will take care of setting the permissions so the user logged in at the console can use it. You may want to file a bug report with the vendor and product IDs so they can be added to the libsane rules. You could just put the SYSFS rule in libsame.rules befor the LABEL line, but you run the risk of it getting lost because of an update.
