"Best" is subjective.  If you go to the website of whoever manufactured
your hard drive, you'll probably find free Windows/DOS/Standalone
software designed to make it easy to clone drives.  You download it, put
it on a disc, and boot that disc.  Generally, they don't care what
filing systems you've put on the drives.  Some even go to great pains to
help you work out what drives and partitions you're working on when you
have more than one on your system.  That's probably the simplest method
that I've used.
