Have you tried specifying more modules to unload in
the /etc/pm/config.d/unload_modules file? You may want to add modules
like kvm, kvm_intel, firewire_ohci, firewire_core. 

It may also be an idea to boot into runlevel 3, make sure that the fglrx
module is not loaded and try pm-suspend again. 

Furthermore check the output of /sbin/lsmod and unload all modules that
you don't use. Then try again.
