Unless you've changed your FC6, /dev/dsp is not owned by root:uucp.

Defaults, before a user logs in:
crw------- 1 root root 14, 3 Jul 19 14:48 /dev/dsp

Changes, after a user logs in:
crw------- 1 tim root 14, 3 Jul 19 14:48 /dev/dsp

2.6.21-1.3228.fc7 i686 i386

Using FC 4, 5, 6 & 7, plus CentOS 5.  Today, it's FC7.
