Currently I have a spare computer (PIII 733 MHz 256 MB RAM and 10GB
HDD) but I don't know if this hardware will be suitable for this task.

Hello!
You can get this feature if your configures your gateway Fedora machine also as a transparent prosy server using SQUID. So, you can also take benifit of caching to accelerate you service to users and can set bandwidth limits for certian users or for all with the "Delay Pool" option qhile configuring Squid. Well for working in GUI you can check Webmin.
