Yes, to both. The problem with hibernation would be that when resuming the kernel will have an erroneous idea of the state of the filesystems it was using. So it could try to assign a new inode or data block that was already in use, due to changes made while it was in hibernation. (Or free what was already free or part of something else.) In a full start, in opposition to a resume from hibernation, the kernel will have no previous assumptions about the filesystems and work correctly.
