network manager failing to connect to open/unencrypted networks

Has anyone seen this behaviour?  NM fails to connect
to unencrypted networks, especially if that ESSID
was previously encrypted (but not necessarily).

If so please add your NetworkManager messages
from /var/log/messages or --no-daemon output to:
