When X starts up, it starts as root and uses this file as its configuration. What the poster was actually asking about was how to tell X to allow users other than root to use DRI. I'm not an expert on this, but this page seems to have a lot of info. http://dri.freedesktop.org/wiki/DriTroubleshooting In particular it doesn't have the "Group 0" entry in the DRI section.
