The access rights for the file /etc/X11/xorg.conf are completely irrelevant. 

When X starts up, it starts as root and uses this file as its configuration.

What the poster was actually asking about was how to tell X to allow users 
other than root to use DRI. I'm not an expert on this, but this page seems to 
have a lot of info.

In particular it doesn't have the "Group 0" entry in the DRI section. Have you 
tried without this ?
