This means apt is rather speedy while yum's code is easier to develop and blends into the rest of Fedora/Red Hat toolset. Historically apt-rpm was there before yum. yum was preferred for various reasons by Red Hat (mainly due to better long term maintainability) and became the default depsolver. After that yum got the leading depsolver featuring new technologies (like multilib and repomd metadata and most recently sqlite metadata) with apt-rpm playing catching up.
