The firewall is enabled. The problem is whenyou added the rule by opening certain port , it is not persisted.
So when I go back, it just gone.

Is the firewall enabled? On my systems, the Add/Remove buttons for the
other ports are grey but not greyed out.
You can check the services manually:
#service ntpd start
#chkconfig --add ntpd
#chkconfig 3 4 5 ntpd reset
