I don't understand why all this is necessary. Fedora Core 5 detected and configured this modem automatically. When did Fedora stop supporting modems? Fire up a terminal # wvdialconf /etc/wvdial.conf should find your modem. If it does not post the output you get. Typically the modem should show up as /dev/ttyS0, ttyS1, ttyS2, ttyS3, ... Hope this finds your modem. If the case is that it needs an rpm, go ahead and download the one that is found in your original link you provided about this USR modem .
