1. Make sure you have it installed, if in doubt:
sudo yum install kdebase
2. Put this into /etc/sysconfig/desktop:
DESKTOP="KDE"
DISPLAYMANAGER="KDE"
It's also possible to use the KDE desktop with the GDM display manager rather 
that the KDM one included with KDE, if that's what you want, use only the first 
line. However, some features may only work with KDM, last I checked, that 
included at least shutting down or rebooting directly from KDE without logging 
out first.
