I doubt it's abandoned, so check for your bug in Bugzilla, and if it's not
there, file it.
I found it and filed a "me too" :)
But for many purposes where profiles would work, NetworkManager works
better. Have you tried it? Does it not work for you for some reason?

configuring "profiles" with static IP addresses - one feature I found

Note that NetworkManager is *not* the same as the Network Monitor applet

I'm aware of that, any if you saw my previous two videos I have you

Actually, I may have been misled by the fact that that first one starts
out with Network Monitor and the fact that you're using NM 0.6.5, which
looks different from the 0.6.4 that's still in FC6.
# service NetworkManager start
In GNOME, you should see a new icon in your notification area. Click it
and see if you find some helpful actions. There's a brief description in
/usr/share/doc/NetworkManager-0.6.4/README.

and it says that NetworkManager is only for DHCP networks :(
That is not what I use most of the time... I usually use fixed IP addresses.
You might want to track NM development on the network-manager list at
gnome.org. Static address capabilites are in the works.

NetworkManager has limited support for static IP addressing.
Configuration of static IPs is distribution specific and should
use that distribution's normal network configuration methods.
For example, on Fedora Core, using the system-config-network tool
or editing /etc/sysconfig/network-scripts/ifcfg-eth1 to set a
static IP up for the device 'eth1' would result in NetworkManager
using that static IP configuration whenever you connect to an
access point using eth1. Obviously, since static IP configuration
is always a manual task, NetworkManager is not able to automate
the process in any way.
Better support of static IP addresses is planned and in-progress
for NetworkManager 0.7.
So it looks like it's currently designed to work in conjunction with
network profiles 8^(. But better support is coming Real Soon Now.
If you want it to start at boot,
# chkconfig NetworkManager on
