Check configure.log (or config.log?) in the directory where you ./configure. There you usually can see why the check failed.

So, I did this:  ]$ *export PKG_CONFIG_PATH=/usr/local/lib/pkgconfig/ *
and then,  echo $PKG_CONFIG_PATH
/usr/local/lib/pkgconfig/
