Yes, the media check failed for three successive CDs.

Is this something I could possibly do from a Windows 2000 computer?

Yes. Pick mirrors from here:
http://rhold.fedoraproject.org/Download/mirrors.html

Note: You may need the actial IP address of the server. Use ping from Windows.

Boot with installation CD, at boot prompt type "linux askmethod",
select FTP, enter URL of server and install.
