Although it might be tempting to use some pretty HTML editor to spew out your HTML, there is just no substitute for the real thing.
See http://www.w3.org/TR/html401/That might be too dense for a beginner, so you can start with any one of a plethora of HTML primers on the web.
Once you understand the HTML basics, install Bluefish from extras. It won't write your HTML for you, you have to do that. Bluefish will just help you with some mechanical details.
