control-center?

While perusing Package Manager, I noticed that 'GNOME Control Center' is 
installed (by default). (Filename is control-center.)

What does it do?

How do I access it? Didn't see it in the applications or system menus, 
and running it in a terminal didn't work (even as 'su -').
