Yep they are Linux ext2 FS CDs. I had created them with the ext2
option specifically but now am repenting having done so.

How do you access these under windows?

While it is possible to burn a CD with an ext2 file system, it would
not be nearly as easy as burning one with an ISO9660 file system...
