If you'd tried what's been suggested, you'd discover that you don't need to be a root user to bring interfaces up and down, whether by a command or a GUI tool, when those interfaces have been already configured to let users bring them up and down. Bring an interface up and down is a different issue than configuring them. -- (This box runs FC5, my others run FC4 & FC6, in case that's important to the thread.)
