I've noticed this annoying behavior too. In Krusader, you can use Commands/Set 
remote encoding to force the remote encoding to UTF-8. However, IMHO the 
default encoding in both Konqueror and Krusader (it might be the same setting) 
should be UTF-8. This sounds like something to file a bug or two (depending on 
whether this has to be fixed globally in the KIO framework or once in both 
Konqueror and Krusader) for in Bugzilla.
