No, it's not really odd, since it's /etc/localtime that is used by the
system. I generally just symlink /etc/localtime to the right timezone
(/usr/share/zoneinfo in FC?) and it should be fine.

OK, I just did:
# pwd
/etc
# mv localtime old_localtime
# ln -s /usr/share/zoneinfo/EST ./localtime
The time is still wrong. Is there something I have
to restart? Nothing in /etc/init.d/ jumps out at me.
Don't you want EST5EDT if you want it to handle DST transitions?
