Guess:  It's trying to resolve names and IP addresses for the host
addresses it listens to.

I run a local DNS server for my LAN, it handles all name resolutions
rather than hosts files.  Though each box with a static address has a
hosts file for itself, but none of the other PCs are listed in it.  For
things like local web or mail serving, it really is the way to go.
