I'm not sure about KDE, but if you have gnome-volume-properties
installed it may work for kde as well.  This app tells the OS what to do
with just about any device that is connected to your machine (iPods,
DVDs etc.  Just look at the Multimedia tab - in the middle you'll see a
box for dvds.
