X starts? As in starting X from init 3 by calling xinit?
If so, you'll need to create a .xinitrc [1] file that will be executed
once xinit is started.
If you want to add twm to your init 5 gdm menu, you'll have to manually
add an entry to the /usr/share/xsessions/ directory. (Not sure about
this one, though)

Sample .xinitrc:
xscreensaver &
twm
