I have decided to dust my system, I have also decided to get this cpu
fan, http://www.quietpcusa.com/acb/showdetl.cfm?&DID=8&Product_ID=266&CATID=3
, and a  new power supply. I am also going to update my case fans.

Thank you for the help.

The description of that fan doesn't seem to detail its air flow.
