Correction of my last post...
I think that SYSFS{idSerial}=="799020" should be
SYSFS{serial}=="799020". Also, you would need to use serialusb.rules
or better yet, 10-serialusb.rules. In any case, I believe you need
to have the file name end in .rules, or it will be ignored.
