I don't know the way in Debian, but it's easy enough to upgrade Fedora without using CDs. 1. You could install from the hard disk, after downloading the ISO files, or 2. You could download and install fedora-release-6-4.noarch.rpm (this updates /etc/fedora-release) and then say "yum update" (as root).
