Neil,

Try udevtimeout=0 on the kernel command line or if that doesn't work,
some large value (maybe, > 30).  It looks like the timeout is in
seconds.

Hopefully init is not doing something in the background to override the
timeout.

What's /etc/modprobe.conf look like? 

Is the Seagate a SATA drive?
