Try starting sshd manually with the -d (debug) option,and then tail
/var/log/messages to see what is going on.

service sshd stop

service sshd status

     sshd (pid 2205) is running

service sshd stop

     Stopping sshd [FAILED]

service sshd status

     sshd is stopped

service sshd start

     error: Bind to port 22 on 0.0.0.0 failed. Address already in use.

OK, so I reboot....

service sshd status

     sshd (pid2205) is running

sshd is set NOT to run on bootup but something is starting it, but
whatever it is won't accept the login.
