Fortunately, yum is not one of them.

This is from a strange flaw in yum, which I haven't tried to track down,
that it always hits the servers even when the cache is up-to-date and will
be used.  Since you are bothered by it, you may file a bug.  In the
meantime, several workarounds are available, including just changing the
repo files to use the baseurl instead of the mirrorlist.
