Hmm, interesting that it's not the default in FC5, it was in FC4 (just
checked on my installations, here).

I think this gets set if you install the bind-chroot package. It's doneusing:


. /usr/sbin/bind-chroot-admin --enable

which is part of the post-install scriptlet for that package.
