Well, the DHCP server is the go-between for the clients and the DNS servers, *it's* configured to update the master DNS server, and the master DNS server propagates records to its slaves. If the master server isn't there, it can't do so. Slave DNS servers get their updates from their master DNS servers, not from some other sort of server (e.g. a DHCP server). What you'd need would be more than one non-slave DNS server, that's not something that I've looked into at this time. -- (Currently running FC4, occasionally trying FC5.)
