I don't think bugzilla generally works that way; at least all of the
bugzilla instances I have worked with required using the web forms (or
xmlrpc) to add information.

I use RT and have found it to work quite well for this kind of thing.
You can interact with it via email, web forms or the command line
pretty much interchangeably.  It knows how to assign new tickets to
incoming messages and can associate messages with an existing ticket
when the subject header contains the proper bits.

I have configured a trac instance but don't recall any configuration
which would allow it to receive email.

There's also OTRS in Extras which I have no experience with.
