This has been discussed before on the fedora-devel list. In short, narrowing
the list down to minimal-but-functional-and-still-fulfilling-all-deps is a
non-trivial problem and no one has really put in the time to working it out.

To help, look at os/Fedora/base/comps.xml in the development branch, and
work out how the Core and Base groups could be narrowed down (without
breaking things).
