You can use Gimp or some other image editing program to
set the dpi to whatever you want.

That's not really true - I guess it technically is but...

An image has a finite number of pixels - you can only decrease the number without losing quality - not increase.  There are some projects out there that use fractals and such to ease the pain of enlargement, but you can't add what's not there.....
