No. The radeon driver does not try to negotiate a maximum AGP speed. You
need to manually set it by specifying the AGPMode option in the video
card section your xorg.conf file. For example, mine contains:

Section "Device"
        Identifier  "Radeon 9250"
        Driver      "radeon"
        VendorName  "ATI Technologies Inc"
        BoardName   "RV280 [Radeon 9250]"
        Option  "AccelMethod" "exa"
        Option  "RenderAccel" "on"
        Option  "AGPMode" "8"

(Note that the EXA and RenderAccel stuff should still be considered
experimental, so it may be best to leave it them out. However, it seems
to work wonderfully for me. "Your mileage may vary," as the saying goes.)

If you want more information about it, you can check the radeon(4) man
page (`man 4 radeon`).
