I get

$ sudo rpm --verify fedora-release
..5....T  c /etc/yum.repos.d/fedora-development.repo
$ ll /etc/yum.repos.d/fedora-core.repo /etc/yum.repos.d/fedora-development.repo
-rw-r--r-- 1 root root  840 Mar 14 16:20 /etc/yum.repos.d/fedora- core.repo
-rw-r--r-- 1 root root 1549 Jun  8 12:20 /etc/yum.repos.d/fedora-development.repo

Do you have the following files:

    /etc/yum.repos.d/fedora-core.repo
    /etc/yum.repos.d/fedora- development.repo

Kickstart needs either one of these files, both of which should be
provided by the fedora-release rpm. "rpm --verify fedora-release" will
give you a list of missing/corrupt files if the rpm is already
installed (which it should be).
