I'd say, it depends on how bad you want to access that site ;-) I'm not a Canadian citizen but wanted to access it bad enough. Only took me ~30 secs., as my Firefox is already configured for such situations. If I were a Canadian citizen, I'd contact the HNIC at Xandros (a Canadian based Linux distro mind you) & get their opinion on not being able to access a Canadian gov't site with their operating system.
