This will happen depending on your LANG setting. But, you said you don't have a "Language" button on your Login Screen. (I'm assuming you are booting to level 5). If that is the case, then it is possible you are running the KDM as your display manager. With this set, you will not get Language button. Your LANG environment variable *must* be set to en_US.UTF-8 *prior* to X startup. Check to see what is in /etc/sysconfig/i18n.
