Are you looking to get these patches included in the stock FC release? If so, I'd check if there are any such requests open in bugzilla already and add them there or create one if there aren't. I'm not sure if FC would include the "unstable" mutt releases or not. I've never read up to see if that's been discussed on the development list (as I've been in the habit of running my own personally patched mutt since the days of RH6).
