http://localhost:631/admin options are mirrored in the other choices on
the http://localhost:631 screen, What happens if you try one of the
others , such as Manage Printers? What exactly are you trying to change
at http://localhost:631/admin? There is nothing to change there.
What I'm trying to achieve is in 'Printer/config printer/General/page
size/Letter -> A4, thats all but Cups comes up with that error when I
hit 'continue'

That is one of the issues between cups and cups-config-deamon. Stop
cups-config-deamon, restart cups, and see if that fixes your problem.
The deamon was stopped before working on cups admin.
