Pure guess: Certicom asserts that it has patents on this stuff. I am not a cryptographer but I talked to Hilarie Orman and others about some elliptical curve stuff at an IETF meeting. There was a disagreement about whether Certicom patents left enough gaps to allow useful open source code.
