I could restart it because I was unable to save it using the GUI and
inserting 192.168.3.9. I did insert localhost and it does work now. The
error that I must put in alpha numeric characters is what was throwing
me off. I did put in alpha numeric characters. The error should have
been to put in localhost or a registered DNS. May be a problem with the
error trap here...?

Did you restart the httpd daemon

/etc/rc.d/init.d/httpd restart
