I've found that I have to re-start shorewall "by" hand

(which is something I normally do very seldom).

I've tried putting it at the very end of /etc/rc.d/rc.local,
and it reports that it has started properly.
But there seems to be something after that
which disables shorewall,
so that as I said I have to run "sudo service shorewall restart"
after logging in.

I wonder if anyone else has come across this?

Got these? They could stuff you up:
-rwxr-xr-x 1 root 7214 Mar 23 2005 /etc/init.d/ip6tables
-rwxr-xr-x 1 root 7135 Mar 23 2005 /etc/init.d/iptables
